Common questions.

Do we need Backstage to be doing platform engineering?

No. Backstage is a common developer portal, but the discipline is about golden paths, self-service and treating developers as customers — the portal is optional.

Terraform or Pulumi?

Both are viable. Terraform / OpenTofu has the widest ecosystem; Pulumi is attractive if your teams strongly prefer real programming languages. Pick one and be consistent.
